It is selected as a typical enterprise in the investment and development of social housing (SH) in the South, Hoang Quan Consulting - Trading - Services Real Estate Corporation (HoSE: HQC) reported and presented to The Prime Minister and all delegates at the conference on the development of SH projects, advantages as well as difficulties and recommendations in the investment process.

The main task is the development of social housing and housing for workers

Speaking at the opening of the meeting, Prime Minister Nguyen Xuan Phuc recalled the advice of Uncle Ho: It should attend especially to the important issues related to people's livelihood such as: food, clothing and accommodation. In the Constitution 2013 and the Resolution of the XII National Party Congress, there are requirements for well implementing housing support policy for those listed in the policy, the poor, people living in remote or disadvantaged areas; developing social housing for low-income people and workers in industrial parks as well as export processing zones and students.

At the meeting, the Minister of Construction Pham Hong Ha reported that up to now, 3.7 million square meters of the social housing in the urban and industrial zones have been put into operation, contributing to the settlement of housing for about 500,000 low-income people and workers in urban and industrial zones.

However, until 11/2016, it only completes the investment and construction of 179 projects in urban areas and industrial zones (equivalent to 71,150 apartments), only about 28% of the indicator compared to the social housing indicator until 2020 according to the National Housing Development Strategy. About disbursement of the package of 30,000 billion Vietnamese dong, by 31/10/2016, signed a loan commitment of VND 32,841 billion and disbursed VND 28,588.7 billion (reaching 87.05%).

In order to promote the development of the SH in the future, Prime Minister Nguyen Xuan Phuc requested the re-evaluation of the results in the past, thus introducing good models for replication in the country. And especially, there is a policy mechanism for functional entities to be able to implement SH for the low-income people, households in policy and workers, etc.

The Prime Minister emphasized that the objective of the Conference was to provide the necessary way and mechanism in order to develop SH and housing for workers in not only Hanoi and Ho Chi Minh City but also all regions of the country. In particular, the Prime Minister asked the local leaders to consider this as a key task, to allocate favorable land positions for the construction of SH and to complete the infrastructure of electricity, water and service, approve planning and design.

On the morning of 12/12/2016, Prime Minister Nguyen Xuan Phuc visited the Dang Xa social housing urban area (Gia Lam, Hanoi) in order to find out about the situation, people's living and work with agencies about the urban area after a period of operation. He judged that this is a good model that can be replicated nationwide.

Enterprises participate in the development of social housing and housing for workers

At the meeting, Prime Minister Nguyen Xuan Phuc directed: Developing housing, housing for workers is not only the task of the Government, but also the responsibility of the community, businesses and people. The Prime Minister welcomes corporations and businesses to invest in the SH sector, housing for workers, and contribute to the Government's national housing strategy.

About being selected as the representative of the enterprises which involved in investment and implementation of the SH projects, Viglacera Corporation (in the North of Vietnam) and Hoang Quan Group (HQC) (in the South of Vietnam) attended the conference and reported to the Prime Minister and the entire delegates in the online conference nationwide on the implementation of SH and housing for workers.

At the conference, Dr. Truong Anh Tuan, Chairman of BOD cum General Director of Hoang Quan Consulting - Trading - Services Real Estate Corporation, reported that during the implementation of the SH projects, besides the policy incentives in general, HQC and its customers have received a great deal of attention and support from the Government and Ministries as well as local authorities such as: Legal documents, guidance and support from the Ministry of Construction, the State Bank when implementing the project, preferential loans; Support from local authorities and agencies on administrative procedures, clean land allocation and land use exemption for investment in SH projects; be supported 100% of the cost of investment in power infrastructure construction; Corporate tax incentives; VAT only 5% and preferential loan rates for customers, etc.

Although the Government and Ministries have consistently refined legislation and facilitated the policy and mechanism for the development of the social housing projects, in practice HQC still encountered some difficulties in the process of investing in the social housing construction such as preferential credit capital for investors is lacked; preferential credit capital for customers is not stable; The investment of power system infrastructure for SH project is not clearly defined in the legal documents; Procedures and documents to prove the object and income to customers are complex and difficult for customers.

HQC also presented proposals to the Prime Minister for considering and directing the Ministries as well as local agencies to study early to arrange stable, long-term and continuous concessional credit capital sources for investors of social housing project. At the same time, it issued decision soon on loans for customers buying, leasing and hire. Continuing to complete the administrative procedures and policies of SH and housing for workers, land policy, facilitate the allocation of clean land fund to investors. Expanding the object of buying, renting, and hiring houses for workers all over the country, they only need to have KT3 or reside and work in the locality

After listening to reports from all the delegates of ministries and enterprises, Prime Minister Nguyen Xuan Phuc acknowledged the efforts of leading pioneers in the construction of social housing and housing for workers such as Viglacera Corporation, Hoang Quan Group, Becamex Binh Duong, etc in the process of restructure the real estate market during difficult times and develop housing for people with legitimate needs.

In order to conclude the conference, the Prime Minister emphasized that the good housing care and support for people is to invest in development, not only to stimulate consumption potential. He also requested to focus on providing housing for 1.5 million workers without housing in the near future.

He added that it would be issued directives on the implementation of social housing policy. Firstly, he requested the Ministry of Construction together with the State Bank, the Ministry of Finance and other relevant agencies, to study and propose amendments, supplement and perfect specific policies, specially, policies on land, capital and administrative procedures, etc. 

The central and local governments shall supplement the capital allocation plan for social housing development program. It is continuing to improve the quality of social housing, infrastructure and related services, ie social housing areas must be in sync with other cultural, social and infrastructure facilities for life development.

As a pioneer in the SH development in Ho Chi Minh City and the southern provinces, HQC has been implementing 22 social housing projects and housing for workers with a total investment of over VND20,000 billion, with the goal of supplying more than 34,000 apartments to meet the housing demand of the people under policy, workers and low-income people. Of which, there are 19 social housing projects of 26,437 apartments with estimated investment of over VND 17,500 billion and 03 housing projects of 7,988 apartments for workers with total estimated investment of VND2,985 billion.

Unitl now, HQC has distributed more than 5,000 SH apartments and there are many typical projects which are being speeded up the construction progress and in the process of completion, handover and putting into use. In 2016, HQC handed over a total of 3,824 apartments, including 2,822 completed apartments at HQC Plaza, HQC Hoc Mon, Thuong Thanh residential area (Can Tho) and 1,002 apartments at HQC Nha Trang. It is expected that in 2017, HQC will hand over more than 6,000 SH apartments and more than 2,000 houses for workers; more than 10,000 SH apartments and about 4,000 houses for workers in 2018.

For 3 years, the HQC has always actively supported and co-operated with the government in order to implement development policies of SH and housing for workers contributing to social security in accordance with Resolution 02/NQ-CP dated 07 January 2013; Decree 188/2013/ND-CP dated 20 November 2013 and Decree No. 100/2015/ND-CP dated 20 October 2015. From the great need in practice, the HQC believed in the correctness of the Party, State and Government’s policies, and was consistent with the strategy of SH development of the Socialist Republic of Vietnam with a commitment to long-term and stable benefits for customers, shareholders and investors.
